Upgrade time! What is my best option for around $200?

Ok, I am finally upgrading my X1950Pro. I only want to spend around $200(Since it takes me 2 months to make just that!), and obvously want to get the best for my money. What would be the best option? My computer is my sig. My PSU is rated for a total of 29A on the twelve volt rails, and my Mobo is only PCI-E 1.0. I am currently looking at anything between the 9600GT to the HD4850.

I went from a X1950 to a 3870, Best thing I ever done , I'd go 4850 Due to Sheer Power of the Thing...

Because you are running an SLI board i'd recommend the 9800GTX+ runs about the same as a 4850.

A HD4850 or 9800GTX+ are the only cards to consider, the 9600GT is quite a bit slower than the 4850.

Get which ever is cheapest, most who say they'll get a CF or SLI board never actually have more than one card.

Will my fairly shitty Thermaltake PSU handle either of those cards? Since if it wont I'll wait until Christmas and get a PSU and whatever is best for my money then.

if you have about 30amps on the 12rail/s you should be right.

That X2 6400+ draws more than a Q6700, but only just. Around the 120-130W mark.

The rest of your system will draw around 40W.

There's technically no such thing as a TR2 RX 450W, only the TR2 450W and the Purepower RX 450W (a lesson I learned months after reading an Anandtech review of the "TR2 RX 450W" which was actually a Purepower RX 450W, much to my shame, after recommending the "TR2 RX 450W" to a bunch of people).

Assuming this is the model you have: http://www.thermaltake.com/product/Power/PurePower/w0149/w0149.asp

You should be able to safely get anything that draws up to around 100W (your current card draws around 65W) and possibly anything up to around 150W (depending on the quality of the unit).

The HD4850 draws 110W.

I'd say it's a good option.
