Is it true that the iphone3g can't make the most out of Telstras Next G speeds (7.2mbps+)? Is it maxed out at 1.8Mbps???

Doubt it, should be able to use the max speed available (Reception and location means your mileage may vary)

I ask because a Herald Sun review of the HTC Touch Diamond, stated that the Diamond was much faster as it supported the faster Next G speeds, whereas the Iphone3G was capped at 1.8Mbps.

I probably shouldn't be relying on the Herald Sun for absolute facts when it comes to tech stuff, but it occurred to me that I never thought about this side of things when it came to the Iphone (what browsing speeds it's actually capped at).

You can download Speedtest from the App store, on my home wireless network it was hitting 12-1300 kb/s (1.5 adsl), on 3G I've hit 7-800 kb/s, the open wireless network I found near work runs at 100k (no wonder I couldn't watch Youtube), GPRS a shitty 37k.
