No, not always.
Although all the latest (QX6xxx / QX9xxx Extreme series) do have unlocked multipliers.

Yeah the P4 EE's only had faster FSB or L3 cache AFAIK.

What? Unlocked multipliers have always been a part of intels extreme cpu's, the very first one which was based on xeon architecture and not p4 possibly didn't but after that they were unlocked after all they where intended to compete against the amd fx series, which were also unlocked. That's part of why they are more expensive - intended for extreme usage.

I have a QX6700 and it's definately unlocke, and extreme ... TO THE MAXXX!
