When a CRT monitor displays blacks that are as black as black can get, is the electron gun or whatever firing at those (phosphor dots) pixels or not?

Yeah, they're always firing.

If the room is darkened enough, the screen will still be glowing a little.

If the guns stopped firing, they'd cool off, and take time to warm up before they could show anything again.

Not sure whether the screen would really be glowing a bit... you'd have to give it as long on black as it takes to stop glowing after you switch it off, to make sure.

Can be five or ten minutes, IIRC
