If I recall rightly it's got to do with the fact that people can freely choose to enter or not enter threads that are likely to contain swearing, but they haven't really got a choice on the forum index.
Mods would know better than me, tho. -----

As far as I recall, the no swearing in thread title thing came about due to community requests. From reading past threads on the subject, quite a lot of people seemed to feel (or at least, were communicating) that thread titles should be free from swearing. Some people indicated that thread titles are kinda 'on display,' as it were, and that having swearing in these titles kinda grottied up the forums. Text within a thread itself isn't quite as visible as a thread title, so perhaps therein lies the distinction for some.
There are lots of threads of discussion on this topic, if you forum search Website Feedback (entire threads, not just titles) for something like 'swearing thread titles' you'll find several threads where this issue has been discussed. Within those threads you will likely find your answers :-) -----

Because a lot of web filters block pages with swearing on them, and those who are at work want to be able to get into the forum sections and see what threads are going
